What do you mean by not registered in Germany? Are you not allowed to ride it on the pavement with insurance plates?
You are allowed to drive this e-scooter in Germany, you need insurance with a "number plate". However, it is to be used like a bicycle, i.e. you must ride on the road or cycle paths. The maximum 25km/h can only be reached with additional pedalling, and this is permitted. Personally, I find it a pity that there is no permission to ride up to 45km/h.
Unfortunately, no, and my stand is if then only on private property. Because in Germany, only e-scooters with a maximum speed of up to 20 km/h are allowed.
