Can this product for the Macbook Pro 2019 be used as an external hard drive, e.g. to swap out applications?

Yes, that works wonderfully.
That would be the cheapest and fastest option.
I also have this one and it is 3-4 times faster than the Transcend JetDrive, because it is only Thunderbolt 1. ;)
